Wine Cooler?

When we where in Calais we had dinner at a restaurant that brought the wine to the table in a stand that had a rod that was kept in the freezer for a few hours to keep it very cold - this in turn was placed inside the bottle of wine to keep it cool - at the top of the rod the tip moved to allow the wine to be poured, keeping the rod in the bottle - any idea what this cooler or rack is called - apparently they are a French invension.

but a bucket of ice + rock salt + cold water + bottles of wine: SAME TRICK, simpler, cheaper (but not a show piece).
