Angle of storage - Wine must be stored on its side to keep the cork moist and tight against the bottle neck. If a bottle is stored upright, the cork will eventually dry out and shrink, exposing the wine to the dangers of oxidation and vinegaring. Bubbles will escape from Sparkling wines causing them to ‘go flat’ as well.

My racks have all tilt the wine shop so slight angle just enough to keep the wine shop so slight.

The cork is covered about 1015 degrees but do not think it matters.

The proper angle is one in which the cork is elevated just enough to allow some wine to cover the inside surface of the cork. (Something around 10 degrees from horizontal).
Some cheap wine racks are too steep and allow air to rise in the neck of the bottle. Most large wooden racks just lay the bottle flat on it’s side. Good red wine should be stored in a dark cool place and turned by hand periodically.
